Executive Office of Elder Affairs: Aging Services Access Points (ASAPS)
Direct services for elders are provided through 27 Aging Services Access Points (ASAPs) across the state, including assistance accessing needed AT through state and federal funding sources (such as the Home Care Program, the Home and Community Based Services Medicaid Waiver Program, and the Massachusetts Family Caregiver Support Program). The Executive Office of Elder Affairs (EOEA) directs or provides services to thousands of elders throughout the Commonwealth via federal and state funding. These services include home care (personal care or homemaker services), nutrition services (under Title III), social and caregiver services (under the federal Older Americans Act [OAA]), advocacy, and planning.
Assistive technology may be available to qualified elders through the Home Care Program (state funded), the Home and Community Based Services Medicaid Waiver Program (state and federally funded), and/or other funds provided by the Massachusetts Family Caregiver Support Program.
Who is Eligible?
EOEA serves elders aged 60 years and older. EOEA also serves caregivers who are grandparents aged 55 and older raising grandchildren. Income eligibility criteria vary according to each program.
How are Services Provided?
EOEA contracts with community-based nonprofit organizations called “Aging Services Access Points” (ASAPs), some of which serve as Area Agencies on Aging. ASAPs deliver direct services to elders. ASAP care managers assess service needs and provide information and referrals. They assist elders and their families in developing care and/or service plans and can help coordinate services from multiple agencies, including MassHealth. AT requirements are included in service plans.
